State Document Regarding Development and Construction of Exams - The most recent version available is for the FCAT 2.0, but the same procedures apply to the new FSA exams. We particularly find the application of "psychometrics" and statistically-predetermined failure a distressing interpretation of whether a child has met a determined standard (Sections 4.3 and 4.4). The testing probability values used are really setting the standard here.
